Most Prop 4–funded programs have been on hold due to compliance requirements under the Administrative Procedures Act (APA). CCLT has been working with the Legislature to advance legislation that would exempt Prop 4 from the APA, allowing these programs to move forward.
AB 107, an early action budget bill, was signed by the Governor on February 19 and takes effect immediately. The bill exempts programs funded by Prop 4 in the 2025–26 State Budget (last year’s budget) from the APA.
While AB 107 provides an important short-term solution, we will need to continue our efforts to pass AB 35 (Alvarez), which would provide an ongoing exemption for Prop 4 from the APA.
